Offshore Barges?


Apparently there's a mystery over Google's barges in the USA.

No mystery - they're obviously offshore tax havens!

Image having the power to do such a thing, as that, in secret, without disclosing, and aren't there some kind of permits that must be obtained? After reading the BBC account of it, mentioning off the coast of Maine besides SF, California, I'm even more interested in how they can do it, by rights? That's a BIG mystery to me.
