Levelling Up

I wonder, what with Boris Johnson maintaining that which he was told would happen, but refused to acknowledge, but is now happening and being spun as something he knew all the time and was part of the plan, whether I've finally rumbled what Boris Johnson will say if levelling up, as we understand it, never happens and we all end up going down the plughole, as seems likely?

Will he say that what he meant all along, and was in the plan, was to make the south as poor as the north, and thus levelled up the country? Doubtless someone will get a peerage for accomplishing it.
